Government accused of ‘spending money for nothing’ by hiring consultants to review live sheep export studies

WA farmers have accused the Federal Government of playing politics with their livelihoods and “spending money for nothing” by hiring consultants to review live sheep export studies as part of its trade phase-out policy. It comes after The West Australian last week revealed the consultancy firm in question denied it had taken a position on phasing out the trade — despite having compiled reports for animal activist groups. The Agriculture Department asked Pegasus Economics in May last year to fact-check and query existing industry-funded research on the trade. And in documents released under Freedom of Information laws, Pegasus Economics director Alistair Davey asked whether it should review its own previous reports, admitting they were “far from perfect”. “It’s a political thing. We all know that,” WAFarmers vice president Steve McGuire told The West. “A lot of the money is being spent for nothing. What the panel comes out with, we could have told them in five minutes but it probably doesn’t fit with what they want. “The Government’s policy is based on misinformation. The only good response we can get from Government is to change its policy to not ban live exports.” The panel’s report was handed to Agriculture Minister Murray Watt on October 25 after the group — appointed by Labor to determine how and when to end the trade — was given a one-month extension following a high volume of submissions. It received more than 800 written submissions and 3300 survey responses. An agricultural consultancy firm, Episode 3, was also tasked with helping to write part of the subsequent live sheep export phase-out report but was asked by the Government to remove words and commentary that would imply a course of action to take. Email correspondence shows Episode 3, which is publicly known for opposing the Government’s phase-out policy, submitted two versions of its report to the Government. One was confidential and the other was for public release — the latter forming part of the panel’s report. Both versions are redacted, due to the panel’s report not being made public yet, but The West understands the confidential report includes information given to the consultancy firm in confidence by farmers and agricultural businesses. The Department asked Episode 3 to amend its report to remove language such as “essential, necessary, required” that would be implied as making a recommendation about a course of action to take. It also asked it to review commentary that was not supported by evidence or would not be considered as being impartial. Episode 3 director Matt Dalgleish replied to the Department’s email on August 16, saying “most of the body of the document references data, surveying results and/or outcomes from our consultation process”. “Any views expressed in the document are based upon this data or the result of the survey/consultation process and is drawn from our expertise and experience within the sector,” Mr Dalgleish wrote. “The only statement we could determine that was not impartial was in the beginning of the executive summary . . . prior to submitting our scope and agreeing to undertake this work (the Department) . . . indicated (its) acceptance of this criteria to me.” The Coalition has criticised Labor for taking so long to release the panel’s report on how and when to end the industry, with WA farmers calling for at least a 10-year transition. A Department spokesman said the report would be released following “appropriate consideration by Government”. “All reports commissioned by the panel should be seen as the work of the respective consultants and should not be seen as representing the views of the independent panel nor the Commonwealth,” the spokesman told The West.
