Shire of Plantagenet’s new ancillary dwellings policy aims to help ease housing crisis

The Shire of Plantagenet’s new ancillary dwellings policy which aims to make it easier to build granny flats on rural residential and peri-urban properties will be voted on by the Shire council at Tuesday’s meeting after a period of public comment. The policy, which will replace Town Planning Scheme No 14, sees several changes made to make it easier for property owners to construct a granny flat to house either a member of their family or other tenants. It is a key step the Shire is taking to help address the region’s housing crisis. Following the December 2022 council meeting, Shire staff undertook further research and review of the policy, resulting in further changes to the draft. A proposed was put out for public comment in January and received no submissions. It is now due to come before the council again to be approved. Most notable is a further increase of the maximum plot ratio from 90sqm to 100sqm to bring standards in line with other local government areas. General industry and strategic industry zones will not be able to have ancillary dwellings , as they are not considered suitable for developments of this kind. The policy also introduces more specific requirements on fittings for firefighting water supplies, which was raised at the December 2022 meeting. Other changes were simple formatting and language changes to improve clarity. In her comments, executive manager development services Delma Baesjou said ancillary dwellings within the Shire of Plantagenet are regulated in residential zones and rural zones with some scope for the Shire to consider dwellings in select rural-residential areas on a case-by-case basis. “A more flexible approach and support for a variety of housing types will assist in meeting community needs and go some way towards addressing the current housing crisis,” she said. These changes will bring requirements for rural-residential and peri-urban areas in line with those for residential areas. “This policy review forms part of a suite of solutions the Shire is pursuing to help address housing shortages,” Shire president Chris Pavlovich said. “While not traditionally a local government responsibility, the Shire of Plantagenet is taking a proactive approach where feasible on issues of state and national significance, such as housing availability and affordability.”
